CBAM must additionally determine whether imported goods fall within the regulatory scope, who bears the obligation, and how embedded emissions are calculated and verified under the CBAM methodology.
The website therefore does not use the simplification that “carbon reduction equals CBAM compliance,” nor does it treat a general ESG or organizational carbon-inventory result as a CBAM embedded-emissions result.

Confirm whether the goods enter the EU and identify the transaction, customs and supply-chain data flows.

General carbon-management data may provide a foundation, but CBAM data must separately connect the goods, CN code, production installation, calculation method, verification and declarant.
Establish and maintain embedded-emissions data for the production installation, monitor and calculate under the CBAM methodology, and prepare the required verification information.
Where applicable, a verifier under the relevant CBAM qualification or accreditation system verifies the installation emissions information.
The EU obligor is responsible for the CBAM declaration, Registry process and related certificate obligations. Supplier data do not replace the declarant’s legal responsibility.
Current EU rules impose authorised-CBAM-declarant requirements on importers or indirect customs representatives exceeding a single mass-based 50-tonne threshold for CBAM goods. Actual applicability must still be checked by goods and exception.
The definitive regime applies in 2026. The timing of the first CBAM declaration for 2026 imports and the certificate process should be managed according to the latest EU Registry and official guidance.
Embedded-emissions data and verification for non-EU installation operators now follow definitive-period methods and accreditation or verification systems. Transitional-period simplifications cannot continue to be used.
